Bob Dylan recorded it long before The Animals did, but he didn't write it. It's a traditional song. Earliest recording comes from the 1930's.

It used to be an old folk song from the Southern of the US. The oldest known existing recording is by versatile Smoky Mountain artists Clarence "Tom" Ashley and Gwen Foster and was made in 1933. But was made famous by The Animals in 1964.

Not really my taste; why do people keep making their own version and ruining it. Doesn't work for me - a song is supposed to tell a story and the effort to get the vocals all right and 'unique' I think makes the song less of a story and more of a song. In this case the House of the Rising Sun is really a story if you read the lyrics and so I can't help feeling this version defeats the story which this song is meant to tell.

People make their own versions because it is a folk song. That's the point of folk music- it is infinitely adaptable. And it is a folk song not a ballad so it is more about a feeling than a strongly structured narrative. I don't think JB ruins it at all- she just sings a version of the song from the female perspective which is just as traditional as the male.The versions by Woody Guthrie, Dylan and the Animals are all incredible but they aren't the be-all-and-end-all. JB's is just as good.
